in its current proposed form, titans are probably a little overpowered - they need to be good, but not game breaking again :)
-50% tracking penalty 175% damage per level rather than 225% and 15 minute cooldown period for the 'Death Ray'
would be sensible adjustments
I think the EHP is fine, they are ****ing big ships and not inexpensive, they need to be hardy
oh, and the 30km AOE weapon is a terrible idea, just as game breaking as current DD's - when are they most likely to be used? On a gate in a cynojammed system on jump-in of course. Terrible, terrible idea.

Lets be clear: I do not suggest a tracking penalty on XL weapons or ammo. I suggest a tracking penalty built into the titan. And as suggested above, maybe 70-80% would be better.

You're missing the point of peoples concerns.
No-one is worried about one titan. It's multiple titans, as is the case now. The ROF concern is a valid one imo - with their standard guns doing such good damage, there is a very compelling argument for a much slower ROF on the 'death ray' weapon. 15-20 minutes would seem more balanced.

Also what's your thought on the titan numbers we currently have and how it will develop. There will be more and more of these ships. Having one alliance field a dozen titans at one time isn't far off.
The point about smaller gangs / entities etc is that if alliances need to use their space to make ISK (instead of just moons), then smaller roaming gangs and persistant raiders really can have an affect on an alliances income. Their actions will matter in a way which isn't possible at the moment.
At no stage have CCP ever said that small roaming gangs are going to able to take sov, or claim space on their own. Ultimately in an MMO numbers will play a part - you can't mitigate against that in a non game breaking way, but you can make changes which mean that small numbers of people can affect big/lazy alliances in quite a sigificant way.

to ba fair, I don't think "most people" are against the Death Ray as claimed by yaay in his highly persistant manner
Once the tracking issues have been resolved and the ROF increased, then "most people" i know would be happy with it

More Titans > Titans. Yeah, it will be less about cap fights and sov, and more about who can build or buy more titans.
That will always be the case whatever the top line ship is in cap fights, be it dreads or titans.
I see no problem with this in itself, however currently it IS a problem when combined with the high-end moon situation which fund cap replacements for most alliances. That's another topic though.
